Do not defrost. Bring 4 inches water to boil. Add two sliced onions, 4 carrots, salt and pepper. Remove outer wrapper and tray. Place frozen fish with inner wrapper into boiling water. Bring back to boil, reduce heat and simmer for 1 hour. Remove fish carefully from water, discard inner wrapper and drain. Let cool. Refrigerate and serve cold.
