  1. Place 1 1/2 tsp filling in center of each dough wrap. Dip fingertips in bowl of water; wet top edge of dough half; fold in half, matching dry edge to damp edge. Press to seal completely. Pleat sealed edge in three places to create folds. Repeat with remaining dough wraps.  
     
  2. Heat skillet on MED-HIGH. Add vegetable oil; tilt pan to ensure pan bottom is evenly coated with oil.
     
  3. Place pot stickers in rows in skillet, about 1 dozen at a time. Carefully add 1/2 cup water to skillet; cover with transparent lid. Cook until all water evaporates (watch through lid, do not open), 4-5 min. 
     
  4. Uncover carefully, avoiding any steam that rises. Cook 1 min, or until browned and internal temp of filling reaches 165 degrees (check by inserting thermometer halfway into thickest part of filling). Garnish with green onions. Repeat with remaining pot stickers.
