  1. Preheat oven to 450 degrees. Toss cauliflower and basting oil in large bowl; season with salt and pepper. Arrange in single layer on parchment paper-lined baking sheet.
  2. Roast, 25-30 min, until tender, turning once halfway through.
  3. Heat olive oil in pan on MED. Add garlic; cook, stirring, 1 min. Add crushed red pepper, capers, and peppers; cook, stirring, 1 min.
  4. Add parsley and cauliflower to pan; stir to coat. Remove from heat; season with salt and pepper. Garnish with toasted pine nuts.
