  1. Heat oil in stockpot on MED-HIGH. Add shallots; cook, stirring, 1-2 min, until softened but not browned.
     
  2. Add dry couscous; stir, 2-3 min, until lightly toasted. Reduce heat to MED-LOW. Add 1/2 cup stock; cook 1-2 min, until absorbed. Add stock 1/2 cup at a time; stir, let each addition absorb before adding more. Cook about 15-20 min; remove from heat. Add tomatoes; stir to combine.  
     
  3. Divide mixture evenly amongst 6 ramekins. Press mixture firmly into ramekins; let stand briefly. Run a table knife around inside of ramekin. Invert over serving plate; tap gently on bottom to release. Crumble 1 ball goat cheese over each; garnish with thyme leaves and about 6 Tbsp tomato chutney; top with basil.
