  1. Preheat oven to 350 degrees. Bring water, salt, and lemon juice to boil on HIGH. Add cauliflower and cook, covered, 4-5 min until just tender (cooking covered helps keep vegetable white). Drain and place in ice water to shock. Drain again; set aside. (This step can be done ahead of time).
     
  2. Place drained cauliflower in buttered 9x11-inch baking dish.
     
  3. Heat butter in 4-6 quart pot on MED-LOW. Add fennel; cook 4 min. Add garlic; cook another 4 min, stirring frequently, until softened. Salt and pepper to taste.
     
  4. Add half and half; raise heat to HIGH. Cook 3-5 min, stirring occasionally. Remove from heat; ladle mixture over cauliflower in dish.
     
  5. Sprinkle with 1-1/2 Tbsp bread crumbs, cheese, and remaining bread crumbs.
     
  6. Bake on center rack of oven, 30-45 min, until bubbling and lightly browned.
