  1. Heat oil in stockpot on MED-HIGH until oil faintly smokes.
     
  2. Add ginger, lemon grass, garlic, and lime leaves; cook, stirring, 1-2 min until soft but not browned. Add chili garlic sauce; cook 3-5 min, stirring occasionally.
     
  3. Add water; simmer on LOW 1 hour.
     
  4. Strain through fine strainer, pressing with back of spoon. Will yield 10-12 cups of stock.
