  1. Using sharp knife, slice off top and bottom of each orange to create flat surface. Using zester, remove thin layer of outer skin (zest) from one orange and reserve.
     
  2. Carefully remove outer skin and pith from unpeeled orange, and pith of first orange; discard. Working over a bowl to catch juice, cut along membranes on both sides of each section and lift out section. Repeat, putting sections in separate bowl. Squeeze remaining membranes over juice bowl and discard.
     
  3. Combine orange zest and cracked pepper blend in medium bowl. Season with salt and pepper. Add orange sections and juice and basting oil; mix well.
     
  4. Divide arugula evenly onto 4 plates; top with orange mixture.
