  1. Preheat oven to 400 degrees. Spread onion slices evenly in bottom of baking pan, top with fish fillets and salt. Add water to pan; drizzle fish with cooking wine. Cover pan with foil.
     
  2. Bake, 22-25 min, until internal temp reaches 130 degrees (check by inserting thermometer into thickest part of tilapia). 
     
  3. Heat oil in saucepan on HIGH, until oil slightly smokes. Add ginger; cook, stirring, 1 min. Add half of green onions; cook, stirring, 10 sec. 
     
  4. Remove fish from oven. Drain liquid from baking pan into saucepan with ginger and green onions. Add 1 Tbsp of soy sauce; cook, stirring, about 1 min. Remove from heat. Serve fish with sauce; garnish with cilantro and remaining green onions.
