  1. Cook rice per package directions. Set aside, covered.
     
  2. Blanch beans 2-3 min in pot of boiling, salted water, until crisp-tender.  Drain.  Transfer to bowl of ice water; drain and set aside.
     
  3. Dust salmon with pan-searing flour; pat off excess. Heat 1 Tbsp olive oil in large skillet on MED-HIGH until oil faintly smokes; add salmon. Turn over when salmon changes color one-quarter of way up from bottom and seared side has browned, 3-4 min.
     
  4. Reduce heat to MED. Cook 4 to 5 min until internal temp reaches 120 degrees (check by inserting thermometer halfway into thickest part of salmon).
     
  5. Add basting oil and butter; carefully swirl. Spoon over salmon to baste. Remove from pan when internal temp reaches 130 degrees, 4-5 min. Transfer to clean platter; let rest at least 2 min. Discard liquid from pan.
     
  6. Add sesame seeds to skillet, toast 3 min, stirring. Add green beans and remaining olive oil; toss to coat. Cook, stirring until heated through, 2-3 min. Ladle Citrus Soy Sauce onto each plate. Top with rice, salmon, and sauce.
