  1. Heat 1 Tbsp basting oil on MEDIUM-HIGH in braising pan. Add mirepoix, garlic, and fennel. Cook, stirring, about 5 min, until lightly browned.
     
  2. Add wine, stirring to loosen browned bits on bottom of pan. Cook 2 min until liquid is reduced by about half. Add tomatoes and bouillabaisse sauce. Cook, stirring, about 2 min. Bring liquid to 170-degree simmer (check with thermometer). 
     
  3. Add shrimp, scallops, and clams to broth; maintain liquid's 170-degree simmer. Cover. Poach about 6 min, until internal temp of seafood reaches 130 degrees. Check by inserting thermometer halfway into thickest part of seafood.
     
  4. Add remaining Tbsp basting oil and fresh tarragon, stir. Remove from heat; let rest at least 2 min.
