  1. Preheat oven to 400 degrees. Add basting oil to braising pan on MED-HIGH. Add mirepoix; cook, stirring, 3-4 min, until softened.
     
  2. Add grain blend; cook, stirring, 2-3 min, to toast grains. Add bouillabaisse; season with salt and pepper. Increase heat to HIGH; bring to simmer. Top with single layer of mussels; cover.
     
  3. Transfer to oven; cook 12 min. Remove from oven; let rest 5 min. (Discard any mussels that did not open.) Season with salt and pepper. Add tarragon; toss.
