  1. Preheat oven to 350 degrees. Dust beef with pan-searing flour. Heat oil in braising pan on MED, until oil faintly smokes; add beef. Brown beef lightly on all sides, 8-10 min. Remove beef; set aside. Add bacon; cook 6-8 min until crisp. Remove from pan; set aside. Discard all but 1 Tbsp oil.
     
  2. Add stew vegetables (minus potatoes) to pan; cook 4-5 min. Add tomato paste, bay leaves, and herbes. Stir; cook 3 min. Add wine; cook 5-10 min until reduced to syrupy consistency. Return beef and bacon to pan; add potatoes and stock. Bring to simmer.
     
  3. Cover. Braise, center rack of oven, 1 1/2 hours. Carefully remove lid; cook 30 min longer or until beef is fork-tender.
     
  4. Transfer beef to clean platter. Discard bay leaves. Season with salt and pepper. Pour veggie mixture over beef.
