  1. Dust chicken with pan-searing flour. Heat olive oil in large ovenproof skillet on MED-HIGH until oil faintly smokes. Brown chicken on all sides, 4-5 min. Transfer chicken to clean platter; keep warm.
  2. Add basting oil to pan; add leeks. Cook, stirring, on MED-HIGH 2-3 min until slightly wilted. Add lemon zest, juice, and chicken stock. Cook, stirring, about 4 min until reduced by half. 
  3. Add lemon & caper sauce and light cream to pan with chicken stock. Stir well to combine. Return chicken to pan; cook until internal temp of chicken reaches 165 degrees (check by inserting thermometer halfway into thickest part of chicken). Turn chicken to coat well with sauce. Add tarragon. 
  4. Transfer chicken to serving platter. Toss pasta with warm sauce.

If making entire meal, you can use the boiling, salted blanching water from vegetables to cook pasta and save a pot!
