  1. Add shallots, 2 Tbsp chives, black pepper, and crème fraiche to mixing bowl; mix to combine. Spread each chip with 1 tsp crème fraiche mixture.
     
  2. Roll sliced salmon pieces; top chips with salmon. Garnish with tomatoes, capers, and remaining chives.
